Water Billing Resource Programs

The Water Rate Assistance Program (WRAP)

DeKalb County and the Urban League of Greater Atlanta (ULGA) are working together to make sure water stays within reach for our most vulnerable residents. The new Water Rate Assistance Program (W.R.A.P.) is designed to help eligible low-income households manage their water and sewer bills, even as a necessary 10% rate increase takes effect.

1. Access to clean water is a human right.

2. You should NOT pay more than 4.5% of your annual income in water bills.

3. You may qualify for a DISCOUNT PROGRAM for water based on your income and number of people in your household.

4. If your home includes a resident age 62+, kids under 18 or a disabled person, you may also qualify for a discount program. Those experiencing hardships may be able to get help too.

5. Lower-income residents may qualify for debt forgiveness on long-term water debt.

DeKalb CARES Plumbing Repair Program

The DeKalb CARES Plumbing Repair Program assists income eligible DeKalb County households with no-cost plumbing repairs as outlined. See below for more information.

Toilet Retrofit Rebate Program

The Department of Watershed Management offers a Toilet Retrofit Rebate Program to active DeKalb County water customers whose homes were built prior to 1993. This program will assist customers in replacing their old toilets with high efficiency toilets to conserve water and money. See below for more information.

Electric Bill Assistance Programs

Georgia Power Income-Qualified Discount

You may qualify for a $33.50/month discount on your energy bill.

Georgia Power customers with a combined household income of 200% of the Federal Poverty Guidelines or less, may qualify for an Income-Qualified Discount. The discount is limited solely to the metered electric service and fuel cost recovery components of a customer's bill and does not apply to sales taxes or any other aspect of the bill.

Energy Efficiency Programs

Click here for the EASE Program: If you are an income-qualified Georgia Power customer, you may be eligible for free home energy efficiency improvements through our Energy Assistance for Savings and Efficiency Program.

Click here for the Home Energy Improvement Program (HEIP): an incredible opportunity for residents of manufactured homes to receive free energy efficiency improvements, designed to reduce energy usage and decrease energy bills.

GEFA'S Home Electrification and Appliance Rebates

The Home Electrification and Appliance Rebates (HEAR) will help low-and-moderate income households secure savings on specific appliance purchases. This program also provides incentives for the installation of specific upgrades.
To participate, households will need to show proof of purchase, installation, income documentation, and adhere to all program requirements.
This is an income-based program where incentive amounts are tied to your household's Area Median Income (AMI) level.
80% AMI: Up to 100% of the total project cost.
At or above 80% to 150% AMI: Up to 50% of the total project cost.

HOME-ARP Program

The HOME-ARP program offers eligible households access to Tenant-Based Rental Assistance (TBRA) to secure safe, decent, and affordable rental housing, and Supportive Services that help clients maintain housing, increase stability, and connect with critical resources such as employment, mental health care, food access, and financial counseling.

Senior Tree Removal Program

Senior Tree Removal Program

DeKalb County has officially launched a Senior Tree Removal Program to assist senior residents with removing dangerous trees at no cost. Modeled after DeKalb County’s Senior Home Repair Program, this serves senior homeowners with a total household income of 60% or below the Area Median Income as defined by HUD.

Special Purpose Home Repairs

In need roof repairs? Heating and cooling system updates? Anxious about the costs associated with needed electrical plumbing repairs? DeKalb County’s Special Purpose Home Repair maybe able to help!

*Age, income, and other criteria restrictions may apply.

Homeowners must submit a completed pre-application card on or before February 27, 2026 at 3 PM.
